John Newhouse is a senior fellow at the Center for Defense Information, Washington, D.C. An expert on arms control and diplomacy, he served as a senior policy advisor on European affairs in the State Department from 1998 to 2001. He is the author o/Europe Adrift and War and Peace in the Nuclear Age, and the coauthor of Assessing the Threats, CDI, 2002.
