This essay is an assessment of the current fiscal and crisis in the public sector and the role of unions within it. The main claim is that for more than a half century, both public sector and private sector unions have relied, in the main, on legal and electoral strategies for advancing workers' interests. However effective these may have been in the past, they are no longer adequate. The essay concludes that we may be witnessing a new labor movement, both within and without the existing unions.
