The conclusion sums up the problems with a supply-side approach to drug control but notes as well that finding an effective solution to the control of drugs is not easy. People seek mind-altering drugs for many reasons, and many live full lives while taking illicit drugs. Others are harmed by addiction and overdose. The War on Drugs has, however, not worked and has caused harm for decades.
