This chapter summarizes the main arguments of the book’s six chapters and outlines how these arguments translate into a politics of undersea networks. These include a call to diversify the limited range of cable narratives and cable routings; to develop content for variable levels of infrastructure access and allow for precarious conditions; to re-value cable labor and develop a more extensive cable workforce; to intervene in the bureaucracy of the landing point and to better engage communities there; to support state funding for cable networks; to triangulate currents extending between existing nodes; and expand networks’ potential uses. It suggests that we might benefit from re-conceptualizing all media as “under water.”
