Conclusion: Making Freedom
This chapter briefly outlines some of the present continuities with the pre-transition period, particularly inasmuch as progress in housing reform appears to have largely stalled. South Africa’s squatter population continues to grow, and Cape Town’s remains the largest in the country. The chapter reflects on what homelessness and the problem of inadequate shelter signal for South African democracy and how claims to the city in the past promised access to citizenship in ways that have not been fully realized since 1994. The chapter quite explicitly draws out the relationship between space, home, and belonging and explores what these promise for substantive citizenship.
